Neera is a powerful commander that plays well with fatties, huge spells, and lots of scry/library manipulation to set up big hits

The 'downside' to this card is that you get to give an opponent two Treasure tokens, which under any other circumstance would be bad, since giving your opponent mana isnt great

I dont think most decks with access to black would even want this outside of Pox, and this isnt going to move that decks tier level
