The only reason Sway isnt even more expensive right now is because its effect is more unfun than it is overpowered. Playing Sway effectively restarts the game (which most players hate), without even guaranteeing that the caster will end up in a better position than the other players at the table

The idea behind the original cantrips was that they represented effects so minor that they were worth less than a mana

You do want to ensure you dump at least two big things out with it however and so it will put some build constraints on your list should you wish to use it
