Since this card can completely shut down a Commander, playing against it would be truly horrible

I wouldnt expect this to come up super-often, but its a pretty good way to push back against a Control Magic and I can imagine a few other situations where this would come up

Best Cards Codsworth, Handy Helper: For white voltron type decks, Codsworth is destined to be a staple

But Herald costs double black, quite an investment considering the other black improvise cards are hardly Modern-playable
