The way to connect blue and red is often through cards that reward you for playing a lot of instants and sorceries: Many of the best Izzet cards provide a payoff just for casting spells
So youd want to use it on a powerful non-legendary creature or some kind of enchantment (like Warriors Resolve or Campsite Cuisine, for instance)

While it requires you to track and remember specific things each turn in order to resolve the trigger in the end step, it does remove the need to disrupt the middle of someones turn to announce triggers in the manner required by cards such as Rhystic Study or Smothering Tithe
This card can be cast many times from the command zone, it stops counterspells, and stops damage prevention
