Unlike aggressive decks, Fair decks cannot consistently establish early clocks well enough to shift the clock in their favor

however, in competitive formats, its likely underpowered compared to stronger 2-mana blue threats like Ledger Shredder (which provides consistent card selection and scaling power), Spectral Sailor (which offers flash, evasion, and card draw), or Brazen Borrower (which adds premium interaction and tempo swing)

Maybe ramping a bit and drawing cards is more what Simic should be doing
