There are some more expensive Simic cards that I like a fair amount, but I found that the Simic-based decks have plenty of stuff to do for five or six mana, and featuring a bunch of cheap Simic cards that facilitate mana development was far more desirable than more expensive stuff
If this card was , instead of , it would be played in every deck that plays black at three or four copies each
However, to pilot this list, Noctis needs great equipment
In a standard four-player game, this one card can grab you up to four lands for six mana: not an incredible rate, but one thats balanced out by the myriad other options available from three mana onwards

By the way, I don't know if you noticed, but the modern Oracle wordings for the ten dual lands has what they tap for in reminder text, so they are, technically, according to the same wording as Urborg, Tomb of Yawgmoth, now fully colorless
