The card enters with a predetermined number of defense counters, and then you and any other players who aren't the defender can attack the siege card to remove those counters

Plus, it seems like every set nowadays has a Panharmonicon variant

You might have to be careful with other cast triggers, like Karametra, God of Harvests, since that puts lands onto the battlefield, possibly neutering Cartographers Hawks abilitybut then again, thats not a terrible problem to have
