Unless no one has removal, The Twelfth Doctor will have a tough time filling both of those roles and would be a better commander for a different deck
Unlike some past ultra rare cards that have felt like a nice-to-have but not necessarily a chase, many will be more than excited to pull this excellently designed card

Remember, these cards care about how much mana you actually spent on the spell, not the printed mana value so the higher tiers of Ice Magic and Thunder Magic, the flashback casts of Dreams of Laguna and Laughing Mad, and a big Syncopate or Choco-Comet will all work to trigger your stuff
