Overall, it's a powerful card because it can have a pretty swingy effect on games, including when you take a big swing in an aggressive deck and use this to keep all your (probably buffed or otherwise augmented) creatures alive
Even though this Throne is cheap to cast, it requires some mana for each instance of a black spell, and that's like a mana tax on yourself

If an effect allows you to cast a spell with tiered "without paying its mana cost," you must still choose exactly one mode and pay the associated additional cost
