I think its a generically strong card, only held back by blue creature's historic lack of playability in modern, and Merfolk will almost abuse this card

Dont forget that shroud also locks you out of targeting your creature with buffs or other equipment
Im also going to keep two copies of Vraskas Contempt around for now, though its possible that we want more tempo-oriented cards like Ravenous Chupacabra or even Exclusion Mage to fill that role
