I dont know if its the best card overall, but considering the price tag of this card and that it wasnt reprinted outside of a Commander set, people will certainly rejoice when seeing all the different versions of this card in booster packs
Izzet Prowess being such a big part of the current metagame is a problem for a lot of decks
