Costing only four mana and having a massive 5/4 body helps to apply pressure early and often, and it also helps to alleviate issues of losing steam once you've (inevitably) been Wrathed once or twice
Its still a greatly useful card against a lot of annoying effects, though

You can definitely put a land into exile if it has a foretell ability, but you wont be allowed to play it from that zone given that foretell specifies that you can cast the card
Were motivated to play Over the Top in a deck that creates extra permanents in the form of tokens, whether creatures, Powerstones, or Treasures (even Scrap) in order to always be ahead of the curve when revealing cards and putting them onto the battlefield
