While being able to Normal Summon regular Levia sounds so delicious it makes me drool, there are a lot many things to consider, primarily the absurd flexibility you're conferring WATER monsters in regard of their levels, as you could match and mix to Summon pretty much any Synchro, or use Level 4 monsters to Xyz Summon Rank 1, 2, 3 and 4 just with this card
